We need to get past the denial mentality concerning the homeless
They do exist, and there will always be at least a few
In a world of increasing population, declining natural resources and gyrating economic conditions, their numbers will continue to increase.
Their living conditions are unsanitary, dangerous, prone to crime, and provide little protection from the elements.
They are a growing subculture without the resources to comply with civic codes – let alone of paying fines or permit fees. Attempts to regulate or control are therefore futile and serve only to cruelly harass people who are helpless and depressed.
There are at least three positive directions those in mainstream societies can take
Provide low-cost shelters, sanitation, etc. This would also provide a measure of control through alleviating unhealthy conditions, and positive incentives.
Do not attempt to regulate or outlaw any creative solutions they use to ease their lifestyles. This would include things like structures and sanitation improvements.
Encourage and assist them in developing self-reliant lifestyles. Anything they can do for themselves will make them less of a burden on the rest of us.
